Sub:- TSWREIS – RPS-2015 – Applicability of RPS-2015 to the employees working in TSWREI Society (Institutions, District Coordinator Offices & Head Office) – Instructions to the Drawing & Disbursing Officers - Reg.

          The attention of the Principals of TSWR Institutions are invited to the subject cited.   In the reference 2nd cited the Government have issued orders duly extending the Revised Pay Scales-2015 to the regular Teaching, Non-teaching and Class-IV employees working in TSWREI Society. (copy enclosed)

     Therefore, the following instructions are issued to the Drawing and Disbursing Officers of the Society for implementation of Revised Pay Scales-2015 to the Society Regular Teaching, Non-Teaching & Class-IV Employees working in their control:

Procedure to be followed


Staff working at TSWR Institutions including KGBV Schools.


Principals of concerned TSWR Institutions

The Principals are authorized for issue of Pay Fixation Proceedings to the Society Regular Employees working in his/her Institution.

The Principals should submit Option Forms, Pay Fixation Proceedings and Service Books to the District Audit Officer, State Audit Department of concerned district for certifying the correctness of the Pay Fixation and arrears claims and recording the certificate in the Service Books.


Staff working at DCO Offices and Principals of TSWR Institutions in the district and staff working at other departments on deputation in the District







District Coordinators of TSWREIS

The District Coordinators are authorized for issue of Pay Fixation Proceedings to the Society Regular Employees working in the DCO’s, Principals of TSWR Institutions working in the District and employees working at other departments on deputation in the District concerned.

The District Coordinators should submit Option Forms, Pay Fixation Proceedings and Service Books to the District Audit Officer, State Audit Department of the concerned district area for certifying the correctness of the Pay Fixation and arrears claims and recording the certificate in the Service Books.

Head Office and DCO’s





Asst.Secretary(Fin) of TSWREIS
The Asst.Secretary (Finance) is authorized for issue of Pay Fixation Proceedings to all the Society Regular Employees working in Society Head Office, Head Office employees working at other departments on deputation and DCO’s of the Society.   Through the Head Office Pay Bills Section.

The Asst.Secretary (Finance) should certify the pay fixation and arrear claims by recording the certificate in the Service Books.    

       Further, the Principals and District Coordinators are directed to submit RPS-2015 arrears bill to the Society Head Office duly obtaining a certificate from the Audit Officer, Local Fund Department of the concerned district along with a statement for release of budget.  The Accounts-II Section of Society Head Office is requested to release the arrears to the Institutions based on the budget available.

      Further, in the reference 3rd cited this office has addressed a letter to the Director, State Audit Department, Government of Telangana, Hyderabad to give necessary directions to all the District Audit Officers in Telangana State to certify the Pay Fixations and arrear claims of Society Employees working in the districts duly recording the certificate in the Service Books as done in RPS-1993, RPS-1999, RPS-2005 and RPS-2010.      Further, the Principals of TSWR Institutions and District Coordinators of the Society are directed to go through the Orders issued by the Government from time to time for implementation of RPS-2015 and other allowances and implement the orders without any deviation and make RPS-2015 fixation entries in the Service Register of the individuals properly. 

     The DCOs are also requested, to claim the actual amount required to clear off the PRC arrear claims institution wise and furnish the detail requirement of funds at the earliest. So as to send a  proposal to Government for sanction of additional funds.  

          The Finance Officer shall take necessary action to release the required funds to the Principals of TSWR Institutions and District Coordinators, on receipt of proposals from them.
